Summary

King County has produced our first Strategic Plan for Equity and Social Justice (ESJ), co-created with employees and community partners. The Plan is a blueprint for action and change that will guide our pro-equity policy direction, our decision-making, planning, operations and services, and our workplace practices in order to advance equity and social justice within County government and in partnership with communities.

One of the goals within the plan includes ensuring that our capital development policy, budgets, portfolios and programs are pro-equity and contribute to improved community conditions.

Position Purpose

The Equity and Social Justice (ESJ) Capital Implementation Program Manager (Project Program Manager III) will be responsible for designing and implementing a method to apply ESJ policies, practices and procedures to Metro Transit's capital program at the portfolio, program and project level. This position will monitor and report compliance with implementation requirements in the King County Strategic Plan for Equity and Social Justice and the Metro Transit 2018 Facilities & System Improvements Plan.

The individual selected for this position will be responsible for ensuring that the staff responsible for the planning, design and implementation of the Capital Program have the training, tools and resources to use capital programs and projects to positively impact the Determinants of Equity identified in the King County Strategic Plan for Equity and Social Justice and the Metro Transit 2018 Facilities & System Improvements Plan.

The most competitive candidate for this position will have a commitment to advancing equity, diversity and inclusion; sound capital project management skills; the ability to communicate effectively; work effectively on project teams and create consensus and build buy-in from multiple stakeholders including management and community partners.

This position will collaborate with Design and Construction (D&C) staff and management, Transit's Diversity and Inclusion Manager, community stakeholders, vendors and other groups within King County that are responsible for delivering capital programs for their respective organizations. Work will include assisting with the development of tools to ensure that the infrastructure, systems and procedures used in our capital program are equitable.

The position is expected to start in April and is anticipated to end no later than April 2020; this special duty assignment could be from one to two years.

Benefit Access Fee: The monthly Benefit Access Fee for covering a spouse or domestic partner who has access to other medical coverage increases to $90 (was $50) under KingCare.

Flexible Spending Accounts: The 2018 max health care FSA contribution is $2,600.

Employees can provide their non-state-registered domestic partners and the children of those partners with medical, dental and vision coverage.
