Again, not my field so feel free to educate me. Is it a common thing that a prosecutor will name a target, in hopes of implicating the target in a particular scheme that may not have happened, and then, in an effort to get information relating to the scheme (but also possibly information about other wrongdoing involving the target) go after the Target's friends and business associates for completely unrelated crimes, in hopes they can be motivated to turn on the target? It seems wrong somehow, so I'd love it if someone could explain to me why I am mistaken.
