Texas state law already gives an automatic UT-Austin admission to the top 10% of any HS class. This is functionally a big AA boost because top 10% at a ghetto HS isn't nearly as hard as top 10% at a strong suburban school. But the result was that almost no middle-class black kids were getting into UT-Austin, so they were using the limited AA available to give them a boost.

Also, affirmative action should come in the form of financial aid and full rides + living expenses. Letting kids get into schools they cannot handle and then forcing them to get a part time jobs while their rich counterparts have all their time to study is not helpful to anyone. Approach 1: make it purely based on socioeconomic status; this will capture plenty of blacks.

Approach 2: limit it to only African-Americans and Native Americans; there is no reason for Nigerians or latinos to get AA.

Approach 3: AA only at the undergraduate level, as high school kids are still very much the product of their upbringing. Beyond college though, they should be treated as adults, held responsible for their credentials.
