They get hired to be an office clerk out of college and then "work" their way up to being an LC/LA. Some of them get lucky and their member becomes a Senator or they impress the right people and do the same work for someone in the Senate. Several years later they have 250K gigs waiting for them at any regulated industry off the hill.
Being pretty and social and marginal IQ = the ticket.
