Assume you have 10 billion humans you can force to mate as you see fit. You can't do artificial genetic engineering, but you can assume mutations are random, humans will mate in an ideal manner to promote wing formation, and you can kill off any genetic dead ends.

How long until humans have functional wings and can soar like an eagle?

it would be a slow process. most animals tend to have a very short time to sexual maturity (a year or under), and that was likely the case for the first animals to evolve something resembling wings. humans take more than 10x as long, so it takes that much longer to spit out each new generation with whatever features are selected for.

over the course of a century you could breed 100+ generations of most animals. youd be lucky to crank out 8 generations of humans in that time

we'd need to be more like flying insects though. functioning arms with additional wings.

We could probably cross really skinny people and fat chicks with that dangly arm fat to create a hybrid that could glide 50-100 yards a la wingsuits, and it would only take me a few generations. Actual flight would be harder, but I would not be unwilling to try.

Pro-tip: The theory of evolution as we know it would *still* be the dominant scientific theory for how complex life came about even if young earth creation is reality. Recent creation, even if true, is 'unscientific' and by definition cannot be part of any scientific hypothesis/theory.

Ponder that for a while, friends.
