current coalition obviously won't cut it.
they will either need to:
a) start winning a much larger chunk of minority voters
b) start winning white people who identify as "moderate" or "liberal" particularly in suburbs of major cities.
which is the better group to go after?

The GOP is doing a shit job of adjusting to changing demographics, but one party equilibria are not stable. The current GOP will either radically change or go away at some point, but something else will replace it. A radically different GOP, a new party, or a moderate faction within the Democrat Party.
Even in places in the USA where the Democrats are the only game in town, there are factions within the party that compete in primaries and hate each other. Demographic change does not end with one-party rule.
