They have been hoovering up all are data for years. They sell this data to anyone who wants it. They give even more data to "researchers." Supposedly one of these researchers gave some extra data to a firm that trump hired and it may have helped them target their Facebook ads. This may or may not have been in violation of the HOLY and INVIOLATE TERMS OF SERVICE.

Edit: this is the most egregious allegation I've heard. Reality is probably even more benign.

it seems like it may technically violate them, but only to the same extent as every shitty "WHAT GAME OF THRONES CHARACTER ARE YOU???" Facebook app which you "pay" for by giving it access to your personal data when you install it (and the creators inevitably violate the Facebook ToS with it). Facebook only actually cares this time because they used the data to help Trump.
