He specifically targeted three racial minorities. The fact that two white people happened to be the ones to activate the tripwire is not that probative of his motive. Even if the park was frequented by whites more than others, it's not clear he knew that since he didn't live in Austin. Also, he might have thought the tripwire bomb would only be effective in a park with frequent traffic, and maybe there was not a similar park in Austin with higher minority traffic. |
