Not immediate doom, but some kind of creeping disaster rapidly eroding stability. Like widespread crop failure, or regional nuclear wars, or migration and immigration disasters, disease epidemic, lack of fertility like Children of Men, scenarios like that.
In a weakened America, what cities or regions are the first to degenerate into treason and lawlessness.

i suppose NYC has a problem with electricity being needed for water supply above the 6th story. but for people in pre-war buildings, not sure if the water supply would just keep running without electricity since fed through aquaducts. NYC water is pretty safe and clean at the source. I think LA runs off of an aqueduct too, but not sure if it requires electricity. If so, it's too dry to support the population for long term. I assume there are some cities like New Orleans that need powered water treatment to clean drinking water or else you are drinking swamp water.
After water, I wouldn't imagine most cities have some large surplus of food stored in town. Maybe some just by pure luck, like Kansas City or something like that.
It's probably easier for aid to arrive to a concentrated urban area vs. a sprawling suburb if there is no gas or electricity.
