Off the top of my head here’s a list of factors that make a staeat good. CA is the only one I know of that checks all boxes on plaintiff side:
No fault vs straight tort Permanent injury threshold to bring suit Cap on non-economics Cap on punitives Minimmm statutory insurance of $25k or more Statutory disclosure of insurance coverage Activist appellate court Presuit conditions precedent to suing on various types of claims Proposal for settlement statute enabling collection of fees for prevailing party Mandatory mediation
Im sure I’ll think of several others. CA literally checks the box on all.
