Social service agencies do a point in time count one night every year, usually in early February, where they literally count how many people they're serving. Teams go out at the same time to count people in the encampments and other places where homeless people who won't come into the shelters hang out.

Yep, that's how we did it. It's still hard to get them all, since they are good at finding hovels out of sight. It's kind of like mushroom hunting: the best way to learn how to mushroom hunt is go to with an experienced mycophagist.

I was a census worker in SF in 2010. My area included the Tenderloin and sections near the freeway. It was extremely difficult to count the homeless. We suspected that there were many more than appeared in our official count.
