We all agree that HYPMSC are the top universities, but where is the next cutoff?

After HYPMSC, the following are in US News' top 25:
Chicago, Columbia, Penn, Duke, Dartmouth, Hopkins, Northwestern, Brown, Cornell, Rice, Vanderbilt, Notre Dame, WashU, Georgetown, Emory, Berkeley, UCLA, USC, Carnegie Mellon, UVA
Is there a cutoff in that group?
In some respects I find them pretty equivalent, though I personally could see arguments for some or all of the following being in a distinct tier: Chicago, Columbia, Penn, Duke, Dartmouth, Northwestern, Brown
Thoughts?

i don't mind the top publics oos, but depends on the price.

one thing i've thought of doing is taking an amount of cash equal to Harvard's total cost of attendance for 4 years and offering that to my kids either for school or in cash (with a few strings on the cash)
so, e.g., if Harvard's total cost of attendance is $300k, whatever they don't spend on college they get in cash.
would Lehigh really be worth $200k in cash to a HS kid over attending his state flagship?

I think ND and Georgetown are great for Catholicmos. I'm not impressed by Rice or Emory, but I'm also not impressed by the STEM flame. I don't care for JHU.
There's also something really sad about Vandy, USC, and CMU.
I think all of these second-rate private schools offer full schollys, so that's consolation.
But I'm a New Yorker. I'd feel bad sending my stupid kid to rot in Binghamton. Maybe just do 4.0 at CUNY and CCN with no scholly.

of the remaining top 25, i'm trying to think where i wouldn't want to send my hypothetical kid
Definitely wouldn't be excited about Wash, Emory, Rice, Berkeley, or Carnegie Mellon
Borderline schools would be Hopkins, Notre Dame, UCLA, USC, maybe Vandy, maybe Brown

Berkeley total COA for OOSers is 64,000:

UVA is great, and so is Michigan. UNC's academic rep doesn't match, IMO. It bothers me that there are so many coastal Jews at Mich.

exactly right
too many state programs and bullshit like guaranteed transfers.
now again, maybe that has changed, but it was always a step behind Columbia, Penn, Dart, Brown. we always had way more kids go to Cornell than to CPDB.

Yeah, you may be right. But I sort of think super-study Ivy-obsessed Azns may have pushed it up due to dat IVY prestige in the past 15 years?
As a CA-mo in the 90s, it wasn't a popular school. People would go east for the other ivies (over Berkeley/UCLA/USC for sure) but I don't remember a lot of people going to Cornell or even applying.
Also back then Chicago was not a place were top students went - very midrange guys (smart but not the overachiever Ivy or Berkeley type) would go there.

Not all state flagships are equal though.
Like, fuck my HS self going to SUNY Binghamton.
NY has the fucking worst public universities.

I go back and forth.
I think money becomes an issue. If you live in Colorado and you're really smart and your parents make too much to get aid, then going to CU Boulder might make sense over paying a shitton for Emory or Notre Dame.
That said, I do think there is some tangible value to those other top 25 schools, but as you said you have to want that kind of a school.

Or you can always go to BAMA virtually for free if you cop a 3.5/1490 in high school.
https://scholarships.ua.edu/types/out-of-state.php
Presidential Scholar
A student with a 33-36 ACT or 1490-1600 SAT score and at least a 3.5 GPA will be selected as a Presidential Scholar and will receive $100,000 over four years ($25,000 per year). Students graduating with remaining scholarship semester(s) may use these monies toward graduate school and/or law school study at UA.
What percentage of students receive a merit-based scholarship offer if they meet the criteria listed?
All students who meet the criteria will receive an automatic scholarship offer if the student has been admitted by the December 15 deadline.

Okay so let's use a real-world example where you live in Larchmont NY with your family.
Your son gets into Northwestern, Brown and Vandy but none of the schools you have ranked above it. He doesn't want to go the academy route.
Are you really going to tell him to go to Binghamton?
