PAYE and IBR are not tied to the status of the employer. It's just a calculation of repayment based on income. Based on my own experience if he's repaying $1,600/mo with a family size of 4 he's probably making well over $200,000 per year. The status of his employer only matters for whether he gets PSLF or not.

Obviously an extreme example but a good one of why the system is so fucking stupid.

he's just increased his tax rate 10% for 20yrs instead of paying tuition, and probably makes $200 something. he'll save up for the tax bomb until it gets forgiven, and then retire like anybody who made $150k for their whole career and doesn't have loans.
