I think focusing on levels misses the point since not even all legit RPGs have "levels." I think what's more important to an RPG is character stats. Not just the stats themselves (because Grand Theft Auto: San Andreas has stats but is most certainly not an RPG). I think a defining characteristic of an RPG is that character stats matter just as much, if not more, than player skill. For instance, in Zelda, you could conceivably defeat a boss with one heart piece. In an RPG, if you're grossly underleveled, you don't really have a chance in most cases. You pretty much have to increase your stats regularly to beat an RPG.

I also think Zelda uses equipment in a different way than RPGs do. In Zelda, equipment is used to solve puzzles and navigate the environment. In an RPG, equipment is used to primarily to increase stats. That, IMNSO, is an important difference. Faggit.
