What's the longest that a team could theoretically control a player?

My understanding is that it's 14 years:

5 years in minors and not on 40 man roster

3 more years in minors but on 40 man roster (using all 3 of his options)

3 years in majors (can't option him to minors though) getting minimum salary

3 years getting arbitration.

This seems too long. Am I missing something in step 2?

well you could be put on the 40-man and just not called up. but your minor league contract would expire at some point. major league control starts once your contract is purchased from the minor league club but minor league free agency exists for those who don't make it.

What if they take you off 25 man roster for a year and you spend a year in minors. Does that still count as service time?

yes. and if you're on your second (or greater) minor league contract and get put on the 40-man your base salary is like $80k or something like that so they do ok all things considered at that point. and not much incentive for a team to keep a minor leaguer around just to leave him on the 40-man in perpetuity anyways.

it doesn't count as service time unless it's for injury rehab while on the major league DL.
