4. "sanctuary cities" (i.e. most cities) where any illegal is safe from deportation unless felony, given drivers license
5. decriminalization of "low-level" offenses like *theft* b/c 'ppl of color' arrested in higher %
6. discipline of ppl of color in schools only to extent that statistics show equality of results across racial categories
7. “Hate” Speech Legislation that punishes speech based on its affect on listener; facially neutral, in practice only applies to whites |
