Ten years ago I would have called Grant underrated but he's being revised upwards of late. Similarly, Wilson would have been overrated but most people are wising up to his downsides.

I agree with all your underrated presidents save Polk, who I think is pretty fairly rated (everybody knows he was effective, it's just a matter of how you morally judge the Mexican War). I'd add Arthur as well, who was a perfectly decent president in the mold of Coolidge but rarely gets much praise for it.

For overrated I'd agree on FDR, JFK, and LBJ, while adding Adams, Jefferson, and Madison, all of whom get, IMO, a big "Founding Father" bump for their middling efforts as chief executive.

I don't really get *why* it was supposedly unconstitutional. The Constitution plainly allows the POTUS to make treaties subject to Senate approval, and transfer of territory is a routine treaty provision.

IMO, Jefferson and Madison were unmitigated disasters as POTUS and get a yuge boost from their pre-POTUS work as founding fathers

Monroe actually underrated IMO - he hired a great cabinet and mostly let guys like John Quincy Adams and a young, not yet insane John C. Calhoun do their thing
