I've heard people say this but I remember reading some history on Kennedy that he was secretly obsessed with intelligence operations and ordered Dulles or some staff members to start reading spy novels that he liked.
Bay of Pigs obviously infuriated him - he accepted the blame publicly but then leaked to the press all over about how the failure of BoP was CIA's fault. But practically speaking, he never stopped any CIA ops and after BoP expanded covert ops into Latin America. There was some quote that Kennedy wanted to "smash CIA into 1,000 pieces and scatter them into the win", but this was almost 3 years before his assassination, his actions seemed to say otherwise that he was infatuated with intelligence operations and secrecy (he didn't tell Bobby about BoP until like just a couple days before the operation).
