I can see why a jury wouldn't put someone away for life for the latter
If they are putting people away for 4-6 years for the former, then yea, that's too short.

You don’t always have the strongest evidence in the rape conviction cases especially if the victims are relatively young.
People almost always would prefer to see the case settled with the play then they have to try to make their young child testify in court at a trial and what not anyway.
So a lot of times they get plea offers for a few years in jail and lifetime sex offender registration and the defendants take it rather than run the risk of going to trial and being convicted and getting a really long jail sentence.
And the victims parents are often satisfied with an Admission of guilt some jail time and the fact that their kid won’t have to testify.
