Pac was obviously really tight and also seems to have rapped on the widest range of subject matter, but he recycled his own lines and material from song to song a little to much for my top vote. I respect those who work on their craft more than those who rest on natural talent and wing it.
Biggie's music seemed the most consonant in that he rhymed only about what he knew but did that so well, and over some absolutely killer music and beats that, my top pick goes to Biggie.
