Two teams with 8 players each. Colt and I are co-captains of the XO Squad.
Round 1: Scramble (3 pts for 1st, 2 pts for 2nd, 1 pt for 3rd, 0 pts for last).
Round 2: 2 vs 2 matchplay, shamble
Round 3: 2 vs 2 matchplay, fourballs
Round 4: 1 vs 1 singles
Each match in Rounds 2-4 is worth a point.
Our team profile is: 1 guy who is near scratch; 2 guys who are approximately 10s; 2 guys who are useful 15ish handicaps and 3 guys who are functionally worthless.
Please provide scholarship and opinions on how to weight and pair our players to maximize points so that we win the CUP for XO.

Composition of Team XO is as follows:
Seeds:
1. 7 handicap allegedly trending lower, above average off the tee, very solid in from that
2. 10 handicap, long off tee, auto up/downs, difficulty scrambling
3. XO Verne Lundquist, 11 handicap, very solid all around game, 250-260 off tee
4. XO colt, 15 handicap, 270-290 off tee with miss right, good wedge game
5. 17 handicap, similar game to colt
6. 23 handicap, good putter, erratic misses otherwise
7. 30 handicap played entire life, bad hosels and whiffs from time to time
8. N/A, new to golf elite athlete.

Composition of team TLS is as follows:
1. 7 handicap, 300+ off tee with excellent mid-irons
2. 10 handicap, unknown game
3. 15 handicap, IRL experience is only watching this guy shoot 90-100 and suck in the fairways
4. 18 handicap, unathletic, GHIN score moves around greatly, highly suspicious of ability
5. ??? handicap, played since childhood, is likely seriously sandbagging and references mid-80s rounds regularly
6. 22-25 handicap, only plays bro golf with generous preferential lies and pick-ups
7. 22-28, experienced player who has dropped the game in recent years
8. 30-40, bad MFH player who is aping out on lessons and putting on mats but regularly shoots 110+

I don't play many team events; mostly just individual stroke play tournaments, so not sure my word holds much weight.
Obviously, for better ball you'd like to pair a grinder/consistent player with a wildcard potential birdie machine. But it's tough with your lineup of players. All the guys you listed with 20+ handicaps seem to have generally mediocre-to-bad overall games without any real strengths. So just roll them out with one of your better players and hope for the best.
Shamble you'll want a long driver paired with a guy who has some skills near the green. I'd probably go 1/7, 2/8, 3/5 and 4/6.
Also, does everyone know each other? Have to consider the dudes' chemistry together too. Pair a tense guy with a laidback funny guy, etc.

with 5 long hitters you should dominate the scramble and shamble. I would stack one of the scramble teams and just leave one or two decent drivers on the second team so they have a chance of getting at least a point.
I like the idea of putting a long hitter with a consistent guy for the partners matches. Shamble obv gives a short but otherwise good player a huge advantage if he suddenly gains 40 yards off the tee and he can help on tight holes and par 3s. Same logic pretty much applies to the better ball. get someone who can handle the long holes and another who can contribute and keep it in play.
the middle of your lineup seems better than theirs, so maybe see if someone like colt feels CONFIDENT enough to take on two of their mid range guys with one of your bottom hacks. That would take pressure off of the 1-2 guys if they could take a decent partner.
this is all straight up and no handicaps, right?

a lot of things going on to explain how it happened but:
1. We had a heads up matchplay advantage at every spot after reseeding on the second day. Our 6 turned out to be a very good 4, I was moved to 5, 1, 2 and 3 (Verne) all played solid and won matches, 6 and 7 were weakish but very consistent and could grind bogeys. 8 was very bad but a mental game animal and he beat the other 8 heads up despite a skill gap.
The other team's tier 1s got very fucked up on the course all day, blackout an adderall, booze and weed. Their 3 was solid all weekend, 4 inferior to our 4, and 5-6 very erratic. 7-8 on other squad borderline unplayable in matchplay, though they show well in scramble and contributed enough to win early points for them
Overall an extremely 180 format and weekend, high marks to Verne for putting the team together. I was very disappointed in my play but held it together to win a match Saturday.
