The people who will want to pay for a good steak live closer to Lancaster and Harrisburg and won't want to drive to Mt Joy when there are options closer, unless we're talking quality well above its competitors. And even then you have places in the middle of nowhere like the Accomac and Log Cabin that have decades of built-in loyalty. So you'd have to be offering prime dry aged porterhouses and hope if you build they'll come. Sounds like a longshot.
Now if you're talking a cheap steak joint like an Outback, then maybe he's onto something.
