I think it actually happened, but the twist is it was rebuilt and was fine.

The passage of the Civil Rights Act gutted the area, since now black businesses had to compete with white businesses instead of being segregated by themselves. They couldn’t do it and closed up.

i kind of wonder why lib historians obsess over tulsa 1920, but never really talk about johnstown 1923, in which most of the town's black population was literally EXPELLED after crime rose and a bunch of cops got shot. it's a fascinating story that still isn't very well-known nationally.
