Whether they were reluctant participants or enthusiastic co-conspirators, they definitely went along with it and used it as leverage to convince Trump to come into the establishment GOP fold.
I think a third point concerning providing cover for the actions of various individuals in the government using their position to assist Hillary's campaign.

Comey, Rosenstein, Mueller are all Republican Establishment types, and they follow the conventions of standard Establishment Corruption. Comey & Mueller helped HSBC get away with criminal AML violations. Comey was made a member of the HSBC Board of Directors to advise them months before the DOJ settled with HSBC civilly (while Mueller was FBI director), then Comey became FBI director and was placed in a direct oversight role over the HSBC settlement.
