That sort of arrangement always struck me as absurd. My father has a pension from a government contractor, but at retirement he had to choose between a full pension that would terminate at his death or a smaller pension that would keep paying my mother after his death. That's more reasonable because you can make them actuarially the same.

Let's say you served in the civil war at age 16 in 1865.

You would be 95 in 1944. Could marry a 20 yr old gold digger named Bambi.

Bambi could still be alive turning 95 this year, collecting her Civil War Widows pension.

Gertrude Grubb was born in Blaine, Tennessee and courted by John Janeway beginning when she was 16. Her mother, widowed when Gertrude was only 13, would not allow her to marry until she was 18. She married John Janeway, an officer in the 14th Illinois Cavalry, in 1927 when she was 18 and he 81. The marriage ceremony took place in the middle of a dirt road with family and friends in attendance. They lived together in a log cabin in Blaine, Tennessee, until John Janeway's death in 1937.[1]

After moving to Opp, Alabama, she met widower William Jasper Martin, born in 1845 and a veteran of the 4th Alabama Infantry, a Confederate unit during the Civil War. On December 10, 1927, the then-21-year-old Stewart married the 81-year-old Martin, primarily to get help raising her son and because his $50 per month Confederate pension check guaranteed her a degree of financial security. She gave birth to a second son, Willie Martin, 10 months after her wedding to William Jasper Martin, who was 82 at the time of the child's birth. William Jasper Martin died in 1931.[2]

There will be a massive wave of municipal bankruptcies at some point.

https://www.wsj.com/articles/prophet-of-muni-market-doom-wasnt-wrongjust-early-1540554098

The American Legislative Exchange Council determined that, using more realistic assumptions, Connecticut, Illinois and New Jersey are just 19.7%, 23.3% and 25.7% funded, respectively. That is far worse than even the worst major corporate pension plans, which unlike state and city ones are federally insured.

Option A:

A 1% property tax in addition to existing property taxes would take care of Illinois' pension problems. It's a big fat increase but theoretically doable (you could even make it progressive based on income). Something similar could be done in Cali.

http://midwest.chicagofedblogs.org/?p=3096

Option B:

Open up the pension plan to everyone and require all private employers to contribute.

Option C:

Amend bankruptcy laws to permit states to go into bankruptcy.

C is the only option.

Illinois and Chicago have routinely demonstrated that higher taxes don’t solve their problems. 1% higher property taxes won’t be responsibly spent.

B would be a total clusterfuck

"1% higher property taxes won’t be responsibly spent."

Well the plan would require that all of the 1% prop tax be dedicated to the state pension plans. But it's possible that some creative government accounting can get around that.

Option D. The money runs out of the pension funds, and no more money is paid to pensioners. Judges order property taxes are raised 2% or more, and income taxes are raised 10% or more. People revolt.

you're basically talking about "constructive bankruptcy," when there is no formal bankruptcy, but the non-existence of actual funds causes a situation that LOOKS like bankruptcy. that would be an ungodly mess. this was actually what illinois was looking at in 2009 during the stock market low, before the decade-long boom.

Interesting. The dems have a supermajority in the statehouse, and the newly elected dem governor has said that he won’t touch the pensions or support a constitutional amendment to cut them. There really aren’t any other options besides raising taxes in an already overtaxed state.

Illinois is the only state in the Midwest losing population and you will see a mass exodus if taxes are raised to meet the obligations, which are extraordinarily generous as it is.

the question is the role of the feds. let's say that a democrat (perhaps even a california democrat like newsome or kamala) holds the white house when california's pension system implodes. will there be federal intervention (or federal RESERVE intervention) in the manner of the 2008 bank bailouts? there might be. the feds could always absorb a few trillion more in debt.

california in particular has no excuse for this, since it has the 5th-biggest economy in the fucking world with only 40 million people. assuming it saved and invested wisely over the decades, it should have a sovereign wealth fund on par with that of norway or the gulf states by now.

Marginally taxes will go up every year in CA. Sometimes actual taxes, sometimes in the form of fees or fewer services. Little by little more and more poor people will move in due to the appeal of the weather and the fact that they don’t really pay taxes, and the MC and UMC will continue to move out.

This is already happening as SF can’t even clean the shit and needles from their streets, can’t police the streets or public transportation. CA has the most income inequality of any state. CA already has net negative migration and I’d wager has a net positive minority migration which means whitey is fleeing.

one thing that really chaps my hide about pensioners is how they leave those states.

if you are getting a pension you should be required to reside in the state, so that at the very least you are supporting the local economy and paying taxes

I think if they raised property tax to 2% a HUGE amount of this problem would be taken care of, probably with potential for tax relief in other areas as well.

However, that means boomers have to pay a small amount more on what is still a laughably low cost basis.
