Don't really know Three Kingdoms at all.
I listen to The History of Byzantium podcast and I really dislike Islam, so surprisingly often. Probably at least .3 times a day.
Definitely Basil II. His achievements were the greatest and, if his starting position wasn't quite as hard as Alexios's, it was still very rough. It's a tragedy how quickly his successors squandered everything.

I guess the only nitpick about Basil II is that he almost didn't even care for the line of succession and thinking of the empire beyond his death.
As an AZN i grew up reading 3 kingdoms so it's 180 af, although the one that people read has like 30-40% fiction in it. Still a great read I would recommend tbh

I read Rafe de Crespigny, but I find some of his conclusion baffling compared t some of the translated Chinese scholars' work and Korean scholars.
In any case I think there's a case to be made that shu was punching way above his weight - was on the offensive despite being 1/9th the size for a while, and most of all, Wu literally had no legitimate claim to emperorship, (which is why most of Sun Quan's advisors wanted to surrender in the Red Cliffs, b/c Cao Cao had the emperor in his grasp- and Liu Bei provided an ideological center for those unsatisfied w/ Cao Cao's rule to center around, as a member of the imperial family, compared to Sun Quan, a son of a lowly warlord who had no real official position from the central gov't)

That depends greatly on what you mean by "winning" World War 2. Getting an early peace in 1940 after Fall Gelb? Conquering Moscow in 1941? Conquering Britain AND Russia and ruling all of Europe? The more limited the victory, the more plausible it was that it could have actually happened.
As for what would happen after that...incredibly difficult to say. The resistance to their rule would be fierce, but the Nazis themselves were also incredibly brutal, so they'd probably have few qualms about using extreme force to keep them down.
Also, while Hitler has a lot of really wacky ideas about what to do after a final victory, that doesn't mean all of it was going to happen. Hitler would eventually die or get incapacitated, of course, and then the big question would be who would in the internal power struggle. A Himmler-run Third Reich is more kooky and extreme than a Wehrmacht military government, for instance.
I'd hazard this as the most extensive German victory that was reasonably possible: Germany smashes the USSR and makes them give up big territorial concessions in Eastern Europe, then forces Britain into an armistice with a few territorial concessions in the Mediterranean. Germany never goes to war with the US. In a situation like this, I'd expect a lot of pro-German puppet governments being set up all over. I don't think Nazi extermination ideology would last deep into peacetime, simply because humans are pretty useful as workers and simply murdering human capital wholesale is pretty deeply irrational. So while you'd get German settler colonialism/ascendancy in the East, I don't know that Hitler would follow through on a plan to literally exterminate Slavs. Jews might still have been killed, or they might be expelled as the Nazis planned before the war.

If the Byzantine could reverse the course of one battle disaster from the actual outcome to a top 5% outcome, which would have the biggest impact? How about you rank them?
Yarmouk
Manzikert
4th crusade
1453

Yarmouk makes this too easy. It's the earliest by far, did the most overall damage, and it happened to an empire that was basically strong but gravely weakened from plague plus a long war; if they hadn't been overrun by Arabs at that moment it would likely have never happened. Also, reversing it would also reverse Islam which would be extremely 180 because Islam is awful.
Picking between the other three is a more interesting choice. I think I'd have to go with the 4th Crusade, which is the event that permanently broke the empire. Winning in 1453 is too late to do much of note, and I'm not sure winning at Manzikert would have averted catastrophe either. The Empire was really politically unhealthy at that time and a win there might have still led to disaster within a few years.
There are a lot of less-famous setbacks that might have improved the empire's fortunes greatly, though. For example, after Manzikert the Byzantines actually did recover quite a bit of Anatolia, but then 100 years later they got crushed at Myriokephalon. Reverse THAT battle and you might have a strong empire that is never exposed to the 4th Crusade in the first place.
