The convenience rule refers to a tax law utilized by a couple states, most notably New York, which requires taxes be paid to the state for all income earned in the state, regardless of the physical location or residency of the income earner. Specifically, the Convenience Rule, as applied by New York, rules that all income earned from employment at a place of work whose address is located in the state is taxable by the state, even if you were neither living in nor physically located in the state when you earned that income. In order for that income not to be taxable by the state, the employee must demonstrate that they were out of the state for the convenience (hence the name) of their employer.

The implication of this rule in the COVID world is that all income earned by New York workers who have relocated to other states may now be double taxed, as commuters to New York were for decades. This seems like low hanging fruit for Congressional Republicans to go after, but I’ve never heard anyone raise it. Why?

I don’t understand why some Delaware politician doesn’t propose lowering corporate taxes to zero and levying a convenience rule-based income tax on every employee of Delaware companies.
