They actually don't have $60 billion inbound. A bunch of that is being spent on nonsense here in the US, or "economic aid" (read: pensions, Zelinsky's coke, attempts to rebuild the power grid, etc.). With Patriots being a cool $1B each you have Zelinsky already describing this as "a good start but more will be needed for Ukrainian victory." In other words, it is exactly what I said: when you have hundreds of billions already wasted, these numbers aren't going to fundamentally change anything.
