this has always been my thought on outting, if you just deny it who is going to really believe that someone who managed to hack and copy some file that leads to your IP isn't capable of simply faking that documentation?

In order for them to plausibly claim they can link your identity to your IP, they have first claim to have gained access to non-public records stored by your ISP. There's no way ISPs are just randomly publishing directories that let you look up a customer's name according to their IP.
