The tariff supporter then says, ok yeah well it's a larger policy initiative designed to redirect American consumers to American manufacturers by making foreign goods more expensive to buy.
OK so now presented with my example, I would ask, do you think that the desired effect was achieved (i.e. that people are no longer buying swiss watches and instead are buying American made watches)?

π Section 301 of the Trade Act of 1974
Allows the U.S. Trade Representative (USTR) to investigate unfair trade practices by foreign countries (e.g., intellectual property theft, discrimination).
If a country is found to be engaging in unfair practices, the president can impose tariffs or other trade restrictions.
There’s no hard cap on tariff rates under Section 301, but procedures must be followed (investigations, consultations, comments).
This is the same law used to justify many of the China tariffs in Trump’s first term.
π Section 232 of the Trade Expansion Act of 1962
Lets the president impose tariffs for national security reasons (used for steel, aluminum in recent years).
It’s more restrictive and country-specific than the emergency law Trump tried to use.
π Section 122 of the Trade Act of 1974
Permits temporary tariffs (up to ~15%) for up to 150 days to address trade imbalances.
This is sometimes called a “stopgap” option if a president wants a quick tariff measure that doesn’t go through lengthy investigations.

Allows tariffs up to 50% on imports from countries that the U.S. finds discriminate against American businesses.
