Babylonians by about 1500 BC. The Greeks had a zero about 500 BC when they did calculations, but they just didn't write it in texts in Greek numerals because they were philosophically opposed to the existence of a zero because there is no void in the universe. But by 400 BC and certainly by 150 AD they were using a zero even in Greek numerals. The first plausible use of a zero in a mathematical sense in ancient Indian texts dates to late 400s AD, i.e. over 2000 years *after* the Egyptians and almost 1000 years *after* the Greeks.
