Depends on what you mean by effective.

They are just stealthy flying platforms for the best radars known to man. The speed, maneuverability or even range of an aircraft doesn't matter when you can fire a missile at a target before the enemy even knows you're there.

It's an inherently flawed plane. The moment they tried to take one design and make an carrier capable fighter, a VTOL fighter and a standard air superiority fighter it was doomed.
