re: hospitals, he could have argued that by giving them work authorization, he's giving them an opportunity to secure jobs that must provide health insurance due to the ACA, therefore propping up the hospital system and funding all of this emergency care. That would shift the blame onto Rs for refusing immigration reform and force Trump to take the position that none of those people should be here anyway, which Biden could then counter that Rs certainly want them there because they won't agree to common-sense immigration reform and didn't even agree to his generous border bill w no path to citizenship, which Trump would respond to with it was a poison pill, etc etc. |
