As I understand it, those plans all came later as they tried to use a security exception to get around congressional approval. Not it's basically a 10 story building with a drone airport on the roof.
Lots of presidents have said an event space was overdue. They were using tents before. I think before Trump even talked about running he thought the white house should have a ballroom and David Axelrod agreed with him.
Now it's some military project which is sort of cool in a way but anything like that can quickly be weaponized.
