why was perfect dark not quite as good as goldeneye

Looking it up, I think a big part of it is just timing. Goldeneye was a must have game for a new console.
Perfect Dark came out in 2000 and was surpassed as a multiplayer game when Halo came out in 2001.

PD didn't really improve on Goldeneye from a multiplayer point of view. It had some really cool shit like the farsight, laptop gun, and the bots, but when you booted it up you jusy wanted to play the Goldeneye maps with the classic guns. Goldeneye just had all the quirks going for it too, fuckin Ourumov, Boris, running around all goofy looking, the whole gang. The framerate in PD wasn't even any better, it might've been worse actually.
PD has a lot going for it but they would've been better off releasing it for the Gamecube imo. It's not like Rare even had anything decent in the pipeline for the GC. Or at least port it like they do with everything now.
