This is a very modern take. Back then the idea that he was white was expected. There were plenty of white gangs, white criminals, etc. The idea of "it is just a white guy, no worries" was not the norm back then. He was some formerly drafted soldier possibly with a screw loose from nam and they didn't like that. Combine that with small town cops on a power trip and you get the movie. Of course, he wasn't just some random draftee but some elite supersoldier. Pretty solid idea for a movie.

yw. The OG Rambo was very much a product of that time period and will get harder and harder to comprehend for future generations that see everything as race and regionalism ("Uh, he looks like a red state white guy, why would the cops be a dick to him?"). That's not how shit was structured back then. Fun US history fact: US biker gangs were started by WW2 vets that came home only to find that they had no job, nowhere to go, and couldn't adapt to civilian life. Their gf/wife moved on, there was nothing grounding them. Some learned to ride motorcycles during the war as they were a common form of transportation for US soldiers. So they got one and hit the road sort of like Rambo.
Russians have an equivalent to Rambo called Brat (Brother) that is 2 parts and has a similar theme, though the guy is dealing with mobsters that want to kill him instead of shitty cops and got back from the Chechen War. But to really get it you need to understand what Russia was like after losing the Chechen War (late Yeltsin era).

This used to be way more common. Modern society almost fetishizes being "normal" (or conforming to a narrow image of success) and not doing anything weird. Once upon a time, people used to prefer interesting people because they had personality. Now a person like that would basically be shunned.
