NEW: President Donald Trump has his back against a wall amid an unexpected government shutdown fight — and he and his party are acting like it.
On top of Trump’s unusually conciliatory posture, top Senate R’s are speaking out and, rather than dismissing Dems’ demands at the outset like they did with the last shutdown, they’re searching for an escape hatch
But the initial convos with Dems revolve around administrative actions, not changing the actual legislation. That’s because R’s/WH are desperate to avoid a scenario in which they need to send something back to the House, where they’re not even sure they could get a rule passed.
Dems are highly unlikely to settle for executive actions. And they believe the political environment is such that they can extract real concessions, citing Trump’s unmistakable shift & Hill Republicans’ uneasiness with the admin’s handling of the fallout from Saturday’s shooting.
