None of these are super obscure--the Rossiter book is pretty well known in its field, and I think the Reading book got reviews in some of the large newspapers--but they're not huge household titles and I think represent a broad array of things (even though, it being me, there's something of a horror focus to it all).
Constitutional Dictatorship by Clinton Rossiter--really good poli sci book about different attempts by constitutional nations to account for emergency/exceptional powers
Cruel Tales from the Thirteenth Floor by Luc Lang--nasty but often very funny collection of short stories in the tradition of the French 'conte cruel'
Midnight Graffiti, edited by Jessica Horsting & James Van Hise--Strong collection of stories (mostly horror, but some overlap into fantasy/science fiction/crime as well) from the late 80s/early 90s. Includes Stephen King, Neil Gaiman, Harlan Ellison, Dan Simmons.
The Mark Inside by Amy Reading--very fun true (mostly) story of the victim of a swindle in the 19th century who set out to bring the conmen who tricked him to justice. Good, kooky Americana; lots of interesting discussion as well of the much-ballyhooed (itself a conman word!) American love affair with swindles/scams/spectacle.

Cloud Cuckoo Land by Anthony Doerr
Weird story about how an ancient manuscript survived the Fall of Constantinople to the Ottomans. Different storylines set in 1453, 1970, 1998, 2023 and 2150. It all comes together and is excellent.
