I actually did see this case once it twice. These are the American born children of French people who were spoken to in French as a kid and then it dropped off and didn't take. So I've actually met this type in the past where they sound like a native speaker but couldn't pass more than an A level. It does happen. And consider that he used a very American phrasing too that real French people don't use. Still prestigious if it is him but I don't even buy it because he could be in a French country right now and hand his phone to someone and that would also be historically in line with his past behavior. Either way there's no proof of fluency or any understanding he probably couldn't pass a high school French class and knows less than a hundred words even if it is him which is still highly suspect.
