the missouri river in particular (which was the route into montana) was blocked off by the gavins point dam in the 1950's, which had no corresponding locks for ships. the 'head of navigation' of the missouri now terminates at the nebraska/south dakota border.
but lack of proper dredging and maintenance means that ships don't even go that far anymore, and cities like omaha are no longer major ports.
