Neighbor A rents a house in our nice suburban neighborhood. It being a nice suburban neighborood, many people walk their dogs around.

Neighbor A put up a bunch of MAF, YSSF signs in his yard saying "no dogs pooping and peeing here" and "you're on camera." A few other people have signs saying "no pooping" or "be respectful" or "clean up after your dog." Most people have nothing of the sort, and there have not been significant issues with people not cleaning up after their pets. No one else has anything close to what Neighbor A has in terms of anti-dog yard signs.

Neighbor B was walking his dog on the sidewalk in front of Neighbor A's house. The dog stopped to poop or pee (not clear which). Neighbor A rushed out and confronted Neigbor B. Words were exchanged. Neighbor B shoved Neighbor A (possibly to the ground). Neighbor A retreated inside and emailed the neighborhood listserv a scathing rant and a picture of Neighbor B and his dog. Who is right here?

Can Neighbor A justifiably say no dogs pooping and peeing in his yard, within a couple feet of the sidewalk?

What was the bad behavoir? Walking a dog on the sidewalk in a suburban neighborhood like millions of other Americans? Not cleaning up dog poop is bad behavoir. Walking a dog who pees in the neighbor's yard, two feet from the sidewalk, is fine and part of living in the suburbs.

peeing is hard to prevent and is grudgingly acceptable. pooping should be picked up immediately and completely. a lot of people leave poop in others yards or do a shit job cleaning it up.

if you have non-grass plants (say ornamental shrubs or other plants) that can be harmed by dog pee, it's fine to put up a sign that says "no peeing" and others should respect it.

repeat offenders might find some rat poison left out for their pups.

Fine for ornamental plants and garden beds, which the homeowner (or in this case, renter--Neighbor A) should put a little fence around so dogs can't get in there.

It goes against societal norms to put up a bunch of ugly, angry signs in your yard that say don't even let your dog pee here, and you're on camera.
