Look at how Tame Impala and King Gizzard and The Chats came out of Australia. Much whiter country, poorer than US, lower cost of living. It's still possible, but probably not in the US. We have a real CoL problem where you're ultra poor until you're ultra rich. No middle class means no one to take risks. 50% of whites are zogged out the other half are coders and attorneys trying to survive.
