Clouds of this stuff would just fall from the atmosphere and turn the sand into pavement, without otherwise disturbing it. Then you land aircraft on the pavement. The surface of the paved earth would have the exact same contours as the sand that was there before, so it's still wavy at a macro scale, but you should be able to land planes on it.
