it's one of the biggest problems in science/government comms right now. weather nerds won't "officially" discuss or forecast a tropical system until it's a named tropical storm at 45 MPH. the problem is that with the boiling ocean water these storms can kick up overnight and suddenly be cat 3 or 4.

i follow this shit as a hobby so i was aware this was coming for days but Meemaw out in the holler had no chance of preparing because Dilbert at NOAA didn't want to put his neck out there.

People knew about the hurricane about 3-4 days in advance - not sure what more you need.

The bigger issue here seems to be that no one knew it would affect Appalachia in this way. Everyone kind of expected Tallahassee to get fucked (and it wasn't that bad) but somehow the storm really affected Asheville?

You'd think Asheville would've experience similar rain events?
