Society could allow its political priorities to emerge through battle, where the victors control the governance. Gets pretty bloody and its inefficient, so the genius idea is for everyone to cast a ballot as a proxy.

Those with more numbers, instead of having to slaughter the minority, will win and everyone stays alive.

Except if the majority of voters are all people who would lose at war. Now you have a minority losing group who has tentatively agreed to this proxy system to their great detriment, who could just revert to war any time they want
