looking back at it you have the skeleton of a pretty arch-american plan for regional hegemony predicated on counterbalancing israel and a courted iran with the sunnis and the gulf states as a neutral-enough intercessor and sort of judge separating the the two poles
not really tenable now as the new plan for the region has the shiites as a defined hostis uniting the sunni center-right and the zionist right in israel against them
not sure which would be better. the former option provides for more laterality and freedom in intervention amongst any of the parties---including israel, some foresight from the dems at work there---while the latter option is cheaper on the state treasury and more stable diplomatically, at the expense of diplomatic and economic exclusion of the shiite states
obama 2 especially was rough domestically but there was some heterodox brilliance in the foreign policy of the DoS of the era. hillary had a corny persona but was a savvy operatrix as a diplomat imo
