If you meet some uncontacted tribe, and the only thing you know is that they have a king, you're going to assume the king can do whatever he wants to any of those people. You'll assume the king can commandeer any "property" that might exist in his kingdom. People will have to work to persuade you they have any rights at all, let alone private property rights.
