Iran can argue this is to pay for damage from the war and if the US backs out, no one else is willing to try to fight it. Iran makes approx $90b to $100b per year to rearm and rebuild. Long term big win. Iran's govt strengthened.
Israel gets to deal with an Iran that is making $100b on top of its oil exports, US will never war with Iran again, and most Gulf countries will try to be peaceful with Iran at the expense of Israel because they know the US won't get involved with Iran again.
