There was no plan for what to do if they ever captured Phnom Penh. Pol Pot vanished from the picture and appears to have lost all control around that time.
Separately, there was no communication network running out the villages, so there was no way for anyone in Phnom Penh to get in touch with the chiefs out in the rice paddies.
The people in charge of the rice farms were kids with guns. They didn't know who Pol Pot was. Some thought he was a god who lived a long time ago. |
