Late 20s, white, head completely shaven. He wears some kind of combat pants + boots, a white t-shirt, and two backpacks: one on back, one in the front. He also wears an orange strap like a crossing guard.
He wears some kind of old Casio watch and around 9AM he lifts his wrist to his face and stares at the watch, looking back and forth between the watch and the clock on the wall.
Sometimes he stands while doing this.
The first time, I was so sure a bomb was about to go off I grabbed some bailiff who just shrugged and said, "he's here all the time."
Indeed he is, every single day apparently.
Must just be a homeless crazy, but he's well groomed and fixated on time.
